External Review of the Implementation of the Strategy and Results Framework (SRF) 2011-2020. National Agricultural Research Institute (NARI), Papua New Guinea.

The NARI Strategy and Results Framework (SRF) was developed to provide guidance in delivering Agricultural Research for Development (AR4D) in Papua New Guinea in the period between 2011-2020.  Upon its expiry, CAPDEV CONSULTANTS LTD was engaged to conduct a review and draw lessons from the implementation of the strategy as a basis for the formulation of the subsequent strategy and results framework. The review assumed that individual programs and projects within the SRF had undergone regular monitoring and evaluation, allowing for a high-level assessment of outcomes attributed to NARI as an organization. Thus, the review assessed NARI's organizational objectives, identified success stories, noted prevailing challenges, and provided recommendations on priority areas of attention.  Key recommendations hinged on refining the organization’s theory of change and clarifying roles and responsibilities of the respective actors within NARI, among key partners and stakeholders, and developing a resource mobilization strategy aligned with the refined theory of change.
