Institutional Capacity Gap Analysis of the Forum for Agricultural Research in Africa (FARA).
In this study, CAPDEV CONSULTANTS LTD was commissioned to assess institutional capacities of the FARA Secretariat to lay the basis for the development of institutional infrastructure and human resource capacity. The study was formulated within the context of the CAADP-XP4 initiative, which aims to support a science-led and climate-relevant agricultural transformation in Africa, through the supra-agricultural research for development (AR4D) organizations.
The study entailed in-depth review of FARA’s institutional documents and those of similar organizations, interviewed FARA staff, selected board members, representatives of key partner and stakeholder organizations, and development partners. The study assessed organizational competencies in relation to expected results, particularly in reference to the CAADP-XP4 objectives. Competences were assessed in three key dimensions - knowledge, skills and attitude. The study also examined the Secretariat's modus operandi for implementing its Strategic Plan, taking into account new working approaches in the context of COVID-19 pandemic.
Given the prevailing need for food and nutrition in the context of the escalating climate change, deteriorating natural resource base, and institutional weakening, the study identified FARA as a prime candidate to offer visionary and strategic leadership to address the multiple challenges in the African continent. To serve this purpose, the study suggested revamping of the forum with a shared vision, unified purpose, collaborative spirit and an entrenched culture of managing for results. This report highlighted specific areas of capacity strengthening to make that happen.
