Framework for Establishing Agribusiness Learning Alliances (ABLA), Forum for Agricultural Research in Africa (FARA).
In this study, CAPDEV CONSULTANTS LTD was commissioned to develop a framework for establishing agribusiness learning alliances (ABLA), to strengthen linkages between agricultural research, innovation, and agribusiness in Africa. The study progressed on the understanding that robust engagement between these sectors is essential for enhancing the performance of the agricultural innovation system on the continent.
The specific objectives of the assignment were to enhance knowledge generation, information management, and lesson learning in support of agribusiness development, improve access to markets for alliance members (especially women and youth), and stimulate entrepreneurship and enterprise development within the alliance. The study reviewed key FARA and ABLA project documents, interviewed key project staff and representatives of partner organizations. The findings of the study were validated in a stakeholder workshop.
The study identified the need for ABLA to establish a policy framework that defines its vision, goals and objectives and suitable organizational structure to deliver expected results. The study proposed that ABLA’s goals and objectives be derived from a study conducted among funded projects now preparing to structure their agri-business alliance. Drawing from the capacity gap assessment database of the AIRTEA study, priority value chains were identified. Within the respective value chains, key nodes were identified where participating stakeholders were actively engaged. Subsequently, data from the capacity gap assessment study was transformed, modelled and cleaned in order to generate statistical graphics that highlighted clusters of mutual interest in nodes and their respective value chains. Through these graphics, the study shows and discusses how several nodes, even among different value chains, can share expertise and or be joined in campaigns that improve capacities in their areas of mutual interest. With this established, structures for collective action were proposed, laying the basis for a planning, monitoring, evaluation and learning system and associated organization and structure for ABLA.
